"He's a quarterback," Kelly emphasized Thursday. "That's how we're looking at Timmy. We're not looking at him at any other position."
Kelly said the Eagles always planned for a fourth passer, but didn't feel drawn to any of this year's draft-eligible signal-callers or free-agent arms.
"You guys will see him today. Watch him throw. I think he's improved," Kelly said of Tebow. "He's spent a lot of time in the last few years in terms of working on his game."
Kelly told NFL Media's Steve Wyche in March that he's "always been a fan of Tim." Now the former Broncos, Jets and Patriots passer will battle for position with Mark Sanchez and Matt Barkley behind Sam Bradford.
Tebow, back in the NFL for the first time since 2013, was upbeat when he spoke with reporters Thursday.
"I think sometimes when things are taken away, then you don't realize how much fun it is to come out here and play this game," Tebow said, per USA Today. "You can't play it forever, so I'm going to enjoy it."
One quarterback will be changing positions, however, with the coach confirming that G.J. Kinne has been moved to wideout.
Tebow, meanwhile, has been debated as a potential weapon on two-point conversions, but Kelly went out of his way to slash the league's new extra-point rule that moves kicks to the 15-yard line next season.
"I don't think anything's new," Kelly said, noting that Philly made 43-of-45 kicks from that distance over the past two seasons. "They didn't entice you to go for two more, at least in my opinion."
