Would pro football be safer if all fumbles became dead balls?

A number of football officials and pundits have offered ideas for making the game safer. The ideas have run the gamut from doing away with helmets to eliminating kickoffs.

A Forbes columnist suggested a very different way to make football safer: Make all fumbles dead balls after they are recovered.

The author said the answer to taking the glory out of the fumble is by eliminating the return and the possibility of a defensive touchdown.
