The team also claims that Fletcher would like to be back, as well, yet almost two weeks into free agency Fletcher still remains unsigned. What gives?

Reportedly, the salary cap hit the Redskins endured when the NFL punished them for pushing spending into the uncapped year to save money under the cap in 2011 and '12 is the cause for the delay.

Redskins linebacker Lorenzo Alexander told FOXSports.com on Sunday that the salary cap penalty has hindered contract talks to re-sign Fletcher and could lead to veterans leaving the team in 2012.

The NFL stripped the Redskins of $36 million from cap space, and $10 million from the Cowboys for similar infractions.
