Proposal Outline
The following sections must be included in all proposal submitted to the National Football League's Player and Employee Department for consideration:
1. Cover Sheet
2. Executive Summary
- Describe the proposed program including:
(i) Mission
(ii) Goals and Objectives
(iii) Major Activities/Milestones/Deadlines
(iv) Duration
3. Budget and Cost Breakdown (i.e. marketing, consulting fees, materials)
- One-Year Projections
- Three-Year Projections
- Five-Year Projections
4. Demographics and Needs Assessment
- Identify the target population(s) (i.e. active players, former players, families)
- Relate demographic information to the educational needs of the target population. Also address barriers related to gender, race, national origin, education, age, etc.
5. Capacity to Implement Program
- Evidence of Effectiveness
(i) Describe the program' s previous experience in providing adult education services, including number of years of experience, populations and communities served, and number of learners served.
(ii) Provide evidence of effectiveness in terms of learner gains and instructional outcomes. - Staff Qualifications
(i) Describe the skills, expertise and experience of key staff involved with the program and how these qualifications contribute toward the success of the program.
6. Instructional Plan and Outcome Measures
- Research Base
(i) Concisely describe how the program's curriculum and instruction are grounded in research.
(ii) Cite the specific published sources that describe the research base or theory supporting the program.
(iii) Address the rationale for choosing the curricula, instructional practices and basic instructional materials that the program plans to implement. - Curriculum and Instruction
(i) Describe the instructional plan for delivering instruction at all skill levels.- Curriculum Basics
(a) Describe the basic skills and knowledge the program will teach to the learners.
(b) Describe the foundation of the curriculum (i.e. competency-bases, skill-based).
(c) Describe how the instructional curriculum is academic and life-skill based. - Instructional Practices
(a) Discuss how the curriculum will be taught at each level of instruction. - Basic Materials
(a) List the basic tools and/or texts the program will use to support the delivery process. (List title and publisher of materials).

(i) Describe how the program plans to achieve a learner recruitment and retention rate needed for learning gains projected in the instructional plan.

- Describe the quantitative and qualitative measurements used to determine program effectiveness.
